I know the best time to plant is winter, but can I plant now without many issues? just removed a dead lemon/ satsuma tree that previous homeowner hadnt taken care of.

In Louisiana, you can plant container plants year round.

You can plant replacement citrus now, you just need to be more aware of watering throughout the summer as it won’t have as large a root system as if you planted it earlier.
Be sure to plant them several inches above lawn grade, taking into account settling of the excavated soil - so that means you want the top of the root ball to remain several inches above lawn grade after the soil has settled.

As long as you can sufficiently water them you can plant them.
Roots seek out water and nutrients during dormancy, once they come out of dormancy the energy of the tree goes towards new growth and fruiting. Which is one of the benefits of planting in late fall/winter as there is more rain and time for the trees to establish root systems before the spring growth.
