Need advice on my flower beds.

I weed my beds and trim my own trees and shrubs, but I’ve never revamped or started an ornamental bed. So I’m here to get some advice on my flower beds that I’ll start working on in the next few months.
1) Weed control. I use mulch and have had professional landscapers put it down in the past. This year the weeds were really really bad. I was thinking of putting down some Hi-Yield weed stopper and some landscaping fabric or cardboard or something before mulching. Thoughts?
2) New/revamp bed: I have a bed next to my house that has some low windows. I have some short bushes that died over the year after not coming back from the freeze. The weeds have totally taken that portion over. Looking at totally cleaning the bed of vegetation and dirt and starting from scratch. I’d like y’all’s thoughts on positives and negatives of just doing a larger stone bed or something simple like ShiShi Camellias or Golden Mops? Whatever it is, I don’t want it to get much higher than 2 - 2 1/2 feet. Bed is against the house and is about 2’x10’.

Stay away from the landscape fabric unless it is underneath rocks. The weed stopper followed by additional garden soil and then mulch is the better move. Cardboard works but is a pia. Shi Shi’s get 5ft or taller so those won’t work. You can try dwarf Encore azaleas but they require more maintenance

For short plants, you can find varieties of the following plants in the 2-foot to 3-foot range. Just gotta look at the particular name and the size.
Azaleas
Loropetalum
Nandina
Gardenia
Juniper
Abelia
Etc.

Why is everyone so against landscape fabric, it seems like a good idea? Not arguing, genuinely curious. I agree that cardboard seems like a mess.

The landscape fabric is expensive, a pain to install, it eventually reduces the amount of water that gets to the plants roots as it gets clogged up. Weed seeds will eventually germinate in the rotting organic matter on top that won’t penetrate it and render it a waste of time and money

A good quality mulch put down thick will always control weeds, you’re probably not doing either. Initial investment will be a lot if you have large beds, but it won’t be so bad once you have the base and you are topping off a couple times a year.
