Since 1969, NFL teams have had this many coaches:
3 coaches - Steelers and Ravens (est 1996)
8 coaches - Texans (est 2002) and Seahawks (est 1976)
9 coaches - Vikings
10 coaches - Cowboys, Bengals, Jaguars (est 1994), and Panthers (est 1994)
11 coaches - Packers
13 coaches - Bucs (est 1976) and Chiefs
14 coaches - Bears and Eagles
15 coaches - 49ers, Rams, Giants, Dolphins, and Patriots
16 coaches - Commanders and Broncos
17 coaches - Falcons and Titans
18 coaches - Lions, Cardinals, and Bills
19 coaches - Saints, Chargers, and Raiders
20 coaches - Colts and Jets
21 coaches - Browns
I included interim coaches as well just to make the Steelers run that much more impressive.

It would look even more impressive if you don't count expansion teams.

Patriots and Niners having more than the Bengals wasn't exactly what I expected.

Niners had a run there. Erickson, Nolan, Singletary, and Tomsula in 7 years.

Marvin Lewis coached for 16 years without winning a single playoff game so that helps.
They also have 3 coaches who coached over 5 years with a losing record:
Paul Brown - 55-56-1
Sam Wyche - 61-66
Zac Taylor - 52-63-1

Part of this is the Bengals ownership being satisfied with mediocrity and being too cheap to ever have to pay any money to fire a coach.

Outside of Belichick, the longest tenure was done by Chuck Fairbanks and Raymond Berry, each lasted six seasons. Nine head coaches since 1969 have lasted three seasons or fewer.
