Correct me if I am wrong, but was there a time where the USSF built a "Team America" to compete in the NASL which basically was the Men's National team to play against clubs in the NASL and friendlies over the globe. Should the Federation think of doing this again, maybe a year or so out and start playing clubs all over to build cohesion and potentially having the best "team" possible to send to the World Cup?

Russia tried this in the lead up to the 2018 World Cup.

No, it doesn't work.

You want them to leave their clubs and play friendlies together?

No, because these guys make their money in their short careers at club level.

Russia was a penalty shootout away from making the Semifinals

Not saying it was directly due to this but something worked

So wouldn't the Federation pay them for the year of service? I am not saying play for free, I know they get paid when representing the country.

The R16 Spain match still keeps me up at night

One of the most formidable displays of haram ball the world’s ever seen vs. 1100 passes to nowhere

So a 1 year contract vs a 5 year contract with a club?

No.

Maybe you can match salary of some level of players. But not the best players.

What you are describing is essentially how the woman’s game used to be. They didn’t always have these club leagues. That’s why the Olympics and other tournaments outside of the World Cup are big for them.
