Outside of the ones that get the most notoriety (Jaws, Oddjob, Baron Samedi), Mr. Wint and Mr. Kidd always creeped me out when I was younger.

Diamonds Are Forever had the best duo for henchmen, but Live and Let Die had the best trio.

Baron Samedi, TeeHee, and Whisper were all uniquely different. It was like an early video game where each minor villain had to be taken out before Bond could earn his way to the final boss.
