Why? So you can see her saying "I don't recall" a bunch of times?
There's no hard evidence anyone did anything, people begging for arrests or charges are going to be begging for a long time. These people all know they have plausible deniability by just not saying anything. A bunch of unsubstantiated emails are not going to get people pinned. Fired, maybe. Forced to resign, maybe. Arrested and tried? No chance, sadly.
