You left out "historically means." That is a huge qualifier and implies that history is different than modern.

Tucker is prone to hyperbole, yes. Everyone knows this. The point is that in order to gain unconditional surrender, lots of people have to die and lots of bad shite must inevitably happen because it always does when a foreign force invades.
