Targeting civilians and infrastructure in war is a relatively recent development. The yankees under Lincoln’s direction were really the first to disregard the traditional rules of combat. Indiscriminate bombing of civilians and infrastructure, for centuries, has been considered a war crime. However, Trump always exaggerates and usually doesn’t follow through, so I’m skeptical of what will even happen.
