I thought it was official that Fraley already signed, or am I wrong here?

Keeping Hess is huge. Had he expressed a willingness to sign, he was projected as a 2nd or 3rd round guy.

Projected 2nd or 3rd round and drafted in 35th? Is he hurt?

I think it was a signability issue, and teams didn't want to use the pick but lose the pool money. He's somewhere in the 40's range HS prospect wise on Perfect Game.

No, that's what happens every year when a kid tells MLB teams a number that's out of their offer range they end up taking a flier on one later in the draft in the hopes they can make a quick pick.

Yeah, since they changed the draft slots compensation, players that aren't signable, usually don't get drafted until way past their projection.

LSU Commits that told scouts they were coming to LSU and/or gave them a magic number that no team likely was going to give them:
- Alex Bregman - 29th round by BOS (1-2 round but his wrist injury also changed his draft stock)
- Ryan Cole McKay - 30th round by DET (2-3rd round projection)

Those are the most recent I remembered
