JBE's stupid CAT Tax is dead

Dies in committee
JBE is a goddamn moron for putting forth a tax that not even democrats could support. It didn't matter how much he lowered the amount of money businesses would have to pay on it. Why in the hell does he want to kick the engine of our economy in oil and gas when its down?
Only several states have implemented the CAT and a few of them have already repealed it after it killed too many jobs and kept capital and investments out of state.

The legislature will end up just extending the sales tax increase that they passed last year.

JBE lives to grow government.
He lies in bed thinking of ways to protect government and raise taxes.

it didn't keep Exxon from tossing that $10B project to Texas instead of LA

i'm thinking they'll do that sometime next February or something in special session, it's not quite the last second yet so they won't do anything but grandstand about wanting to cut spending

The commercial activity tax was essentially a gross receipts tax on the sales of goods and services. It would act like a sales tax except the seller, not the buyer, would pay it. It also was to apply to many more transactions than the sales tax.
Wait, so they wanted to tax the consumer (with the highest sales tax in the country) as well as the seller on every transaction?

i bet they're not, regardless of what business groups have been putting op-eds out about

The linchpin of Gov. John Bel Edwards' plan to overhaul Louisiana's tax system died in a state House committee Tuesday (April 25). Edwards couldn't muster enough votes for his commercial activity tax, contained in House Bill 628, even after significantly lowering the amount of money businesses would have to pay.
It was an interesting idea, but JBE botched it.

So do you think that Mr. Honor Code and the candied assed morons of the legislature would have the cajones to call a Constitutional Convention?
Because that is what it will take to start solving a structural problem like the LA budget and how we fund things that we as voters consider important

Sure I want a constitutional convention to get rid of all the protected spending but in no fricking way do I want a tax and spend liberal as Governor of this broke and poor as shite state during the aforementioned convention.
I will support the convention when a responsible and determined pro business fiscal conservative is Governor.

I'm against the CAT for Louisiana, but the CAT has not stopped Texas from booming big time.
It has not been the tax structure by itself that has hurt Louisiana, it is the state's over reliance on the oil and gas industry to provide jobs and a tax base. Also the numerous constitutional amendments that we vote on ever election that most of us don't read nor do we understand that dam up the money and automatically allocate it to certain things that can't be cut
Texas has an economy that is diverse and creative and progressive(not in a political sense). Louisiana can't even spell the word

Right.
Economy boom is going to be even bigger in Texas when the CAT is gone.

Sure.
Doesn't mean we should do any fricking thing at all to hurt it no matter what.
It's literally all we have right now and JBE is determined to put as much hurt on them as he can.

Constitutional amendments need to be passed through a very high threshold in the statehouse or like a convention of parishes.
Model the amendment process after the feds and you will see that bullshite stopped.

Why would anyone want a constitutional convention? Our "honor code" governor and the rest of our leaders would f**k it up even more.

A few things...
1) I have difficulty calling the TX Margin Tax a CAT. You get to deduct comp or COGS or a flat 30 percent haircut, and business less than a mil of revenue don't pay a dime. Also, business that owe less than $1,000 don't pay a dime. The only reason TX has that tax is because of the prohibition against income taxes.
2) JBE tried to do two things with his CAT. He wanted to spread the burden (which is fine) but also increase revenue. That doesn't work.
3) I can support a CAT for one simple reason: Every business uses government resources. Whether or not they show a taxable profit (which is often very different, as know, from an economic profit) doesn't change the fact that every business uses government services. Business do pay SOME taxation (property taxes on personal property and real property, all of which goes to local government), sales taxes on non-resold items (which gets split between local and state), and annual filing fees. But a min tax of say $100 a year would make some sense.
4) Now, what is the house gonna do? Time for them to put up or shut up. they are on the clock.

JBE fully knew the CAT would never get out of committee, but he has so many tax increases being proposed right now he is hoping a few get through under the radar.
The gas tax is a fair increase in theory, but I have zero confidence the money would actually make it to road improvements.
The services tax is a huge deal that would tax services provided that aren't typically taxes. For example, plant maintenance services, lawn care services, hair stylist ( trial lawyers are exempt. ) This would be another great promotion to move business to Texas.
Simply put, our Govenor is a colossal jackass who isn't even trying to hide is liberal colors.
