Why the hell is Louisiana so dirty?

Took the kids to Global Wildlife and there was litter all along the way, even though bumbfrick St. Tammany. frickin embarrassing.

There isnt much culcha in western St. Tammany yet the sides of the road was littered. Looked like they havent been cleaned in years.

I was just in Raleigh NC, and was amazed at the amount of trash on the side of the highways. Way worse than Louisiana

Parolees, and inmates in local prisons should absolutely be forced to clean up detail of litter and trash along roads and highways.
The people littering are of the same mindset as the ones that get locked up, punish their future self and relatives... and littering slows to a crawl.
