Yes, dogs can get very defensive around fences.
Just try weed eating on the opposite side of the fence from a dog and you'll learn.

Speaking as a dad and a dog owner. Dogs are animals, kids don't know better. I feel sorry for the child and understand that animals can act like animals, so what the frick are you even talking about?

Huh?

If your arm is underneath a vinyl fence, where the dog can't see you, but can see your arm with a damn sock on it, bad things will probably happen.

It's not like the dog bit a kid through a chain link fence.
