Is Penn State the best *program* of the playoff era not to make the playoff?

They've come dangerously close a few times this era. Will Franklin ever get them there?
Edit: I don't mean this team, I mean the program that has come the closest but always seem to fall short.

Penn State is mediocre at best. Memphis has like 500 yards passing on them right now in the Cotton Bowl.

I think you could absolutely pick 3 B1G teams in Wisky, PSU and Michigan who are in the running. PSU/Michigan would absolutely have been there by now if they didn't have OSU in their division.

Going by program it’s probably Florida, Michigan, or USC. Penn state would probably be next in line.

I mean PSU just beat a 12-1 team by 2 TDs in a big 6 game and you're talking crap about them. It's kind of hilarious.
They are the equivalent to UF and Auburn this season overall
