Martial law, suspension of civil law and habeas corpus may be the only answer.

This thing has taken on a life of it's own and many states and their governors are simply not going to open up without an almost complete eradication of the disease. And that likely will never happen. The corona virus or mutated versions will be here forever. And certain politicians have dug their heels in. What would it take for NYC to open up in say...45 days to save themselves. The Gov there is not giving the order short of mass starvation. Nor are a hard core group of others.
Right now opening up is not even a consideration in MOST blue states. So the extension of military law and command to civilians may be the only way for the country to get going again. People are actually talking about a Nov election that's over 6 months away. Hell, if we don't open back up there won't be any reason to hold an election. You might even see breakaway movement by coalition states.
