How do you calculate HDCP when just playing 9?

I'm in an afterwork, 9-hole league and I'm trying to figure out how they / or anyone / calculates strokes when just playing 9.
Handicap for the holes are: 14, 16, 18, 4, 12, 2, 10, 6, 8.
I have an 8 hdcp. Just get strokes on 4 holes? This league has me at 3 strokes. Curious.

It’s not the number of holes it’s the relative handicap of the holes. So you’re getting strokes on the 4, 6, and 8 on that 9 holes.

If they're doing it correctly, they should be taking half of your 18 hole handicap index, rounding to one decimal, then use the 9 hole slope, rating, and par for the the course to find your correct 9 hole handicap.

The GHIN app will tell you how many shots you get for 9 holes at the course. Each 9 has its own course and slope rating

You're correct. I misread the relative handicaps.
But, as someone else mentioned the GHIN app could figure out your handicap for you on 9 holes and the representative tees.

Maybe the league is giving each player only a percentage of their handicap.
