Because the majority of college educated people live in cities, and city folk are largely democrat.
Outside of the SEC and big state schools, most college educated people are democrats. Its hard to imagine that being in the SEC, but go elsewhere and to smaller colleges and that is overwhelmingly fact. Just look at large college towns for example, usually they are democratic strong holds.
Blacks and minorities in general still mostly live in cities. So rural is still a majority white folks and a majority of them are not college educated.
