Just after watching the trailer, I was assuming it would be, for two reasons...
-Cars have San Andreas license plates.
-Mount Chiliad (presumably) and Redwoods are displayed about 20 seconds into the video, making it seem likely for the inclusion of San Fierro.
Los Santos alone seems massive just from this trailer. That final scene as the title appears really gives you a sense of just how massive the world is seemingly going to be.

it could be vercetti, but the voice sounded nothing like Ray Liotta who did the voice in Vice City. and it sounded nothing like a black guy so it can't be CJ. plus, he says he moved away from his old life. why would cj move from san andreas to san andreas?

I never really realized Liotta was Vercetti's voice...Vice City was really early in my video gaming days and was my first GTA.

san andreas= Los Angelos/Las Vegas area. it went from the streets to the country to the desert to the slots. pretty much the entire west coast was based in san andreas.
