Unfortunately, because of Intel's idiocy, those designations are meaningless within the context of either gaming performance or value. Depends on the generation, depends on the chip.
With that said, if we're just talking the tower itself, you can get a perfectly decent pew pew playing machine for a thousand bucks. It's not ideal, but it's doable.

Hi, all. I'm looking to find a good deal on a new monitor for my nephew for Christmas and was hoping you guys would help me find something for him. I'm helping him build a new computer and he needs to upgrade! He will have a 7800x3d 4070 build. I think he will be gaming in 1440p. He's most interested in best bang for the buck and not necessarily the newest model. Thanks!

Budget? What type of games is he playing? I see some decent deals right now under $200 for 27” 1440 144-165hz

An i5 is good for gaming. i9 is overkill. i7 is probably the sweet spot. But there's not gonna be a huge difference between the three.

If you're just gaming, get an i5-13600k/14600k if you want Intel, get a 5800X3D/7800X3D if you want AMD.
For just gaming its not worth getting anything else if you are doing a brand new build.

This is accurate. I rarely consider AMD when looking at builds. I'm probably limiting myself.
Question.
I have an 11th gen intel cpu. Its working fine. I'm planning my next build. I don't want to get a 14th gen as there is no cpu upgrade from there on that current MB architecture (as is the case for my 11th gen). If I go 15th, I would think they wouldn't change chipset until 17th or 18th. Is there any way to know this? Am I being dumb? I'm okay with honesty.

I (ironically considering the context we find ourselves in haha) know more about AMD CPUs than I do Intel, but at least historically, Intel tends to change chipset every generation, every second generation if you’re lucky. That could change in the future due to AMD’s encroachment in market share, in large part due to their longevity, but that’s yet to be seen.

So AMD has a tendency to keep chipsets longer, allowing for CPU upgrades more easily?
I don't understand the AMD CPU naming convention, say like I do intel (i5, i7, i9, 1400...etc). I will need to study up.
