There is a 105 scholarship limit now, so the risk of running out of spots is pretty low. However, there is a risk that when a player sees you pick up someone else, they may be reluctant to risk not playing, so they decide to stay where they are. Lane has seemed to be able to get guys to commit in the past, regardless of that.

You will see players for teams in the hunt drop into the portal WHILE playing for their current team.
Remember, they don't have to pick a new team by a certain day. Just enter.

From what I understand, the portal is just a window to declare (or rescind declaration/return to incumbent school), not a time-limited window to sign elsewhere.
Theoretically, a declared transfer could sign with a new team as late as next fall, but other factors like NIL money reserves, scholarship/position availbility, spring/summer training camps, etc. would suggest signing somewhere asap.
So there will be a significant portion of the almost 4,000 already declared transfers that CFP Final Four teams can fill out their rosters with, but these CFP teams unfortunately just don't know yet which holes will be needed to fill, and the cream of the crop for the postion they now desperately need may already be depleted, in theory. So, in that sense, yes, the Final Four teams are screwed.
