That doesn't look like pvc. It looks more like galvanized carbon steel or cast iron. Either way, depending on what it feeds, I would reroute it. It's hanging too far down, as is. They can tuck it up under the structure until it drops down behind the pillar.

No way that is a shite pipe. I have dumped a major pile up in the stadium club before. It that was a shite pipe, the damn thing would have snapped from the load. I'm the reason the city is building that big arse sewer plant in south BR by the new gaming establishment. I get my mother fricking use out of that sewer tax on my bill each month.

It could be painted, but it's 80+ feet in the air and it really isn't visable unless you really look hard for it.
