Not to be a downer, but is a letter of intent not to be confused with a contract?
This way the Seadar company ins’t obligated to stick with them if they want to back out?

Correct, but it is a first step and shows interest mainly from the DoD DIU. I imagine the DIU folks were trying to get HydroGraph in the door and this collaboration was the fastest avenue. If the coatings prove to be effective in reducing corrosion similar to other graphene trials, this will be absolutely game changing.
