How can aFSU defender stripping the ball two steps out of bounds cause an incompletion?

that's the way I saw the play they didn't explain it so your guess is as good as mine.
but you are wrong I believe in college that if you catch it have it in your hands in bounds but go out of bounds and drop it once you hit the ground incomplete.
the only way that can be complete is if he made a football move then lost the ball if this is the case its complete it doesn't look like he didn't make a football move.
