Because they needed a QB and there was nothing else at the position that was really worth the #1 pick. Not to mention that Al Davis was crazy about physical specimens instead of going with the best player available.

Tim Couch was a huge bust. Ridiculous productivity in college but was a product of Hal Mummes's air raid system. Started the new Browns tradition of poor QB evaluations.

Did Russell not show signs of being a potentially fat and lazy football player with below average intelligence and possible character issues?
Did experts just ignore them?
I feel like his bust status was set up more by the media. He wasn't the perfect QB prospect like people claim.

Terry Baker was a mistake of the entire coaching staff who didn't even scout the guy.
He ran the single-wing and could barely throw the football.
The Rams didn't send a single person to Corvallis to watch him play.
BTW, Terry Baker not only won the Heisman...he also was the point guard for OSU's Final Four team.

Gotta be Jamarcus. Every scout who was wowed that he could throw a football 40 yards while sitting on his arse is a fricking moron and should be committed for life. Who gives a frick how far he can throw a ball from his arse? The chance of him ever actually needing that skill in the NFL is literally 0%.

Jamarcus is near the top mostly due to the insane contract and his laziness. Even in the NFL he showed flashes of brilliance, just never cared enough to really develop.
Ryan Leaf and Akili Smith were just straight garbage from day 1
Saw Ricky Williams mentioned. He’s not even close to this list. Dude is one of the best backs of the modern era when motivated and if not for the retirement/suspension, he’d no doubt be a hall of famer imo
