No, defenses were allowed to play defense. Legalized intentional grounding wasn't a thing. There was no approved area to hit the QB smaller than a MLB strike zone. The concept of "defenseless receiver" would be rightfully scoffed at. Catching one between the hashmarks was a challenge. But, we had to listen to a hack Nigerian doctor and legislate the one thing that made football greater than every other team sport - violence - out of the game because Roger Goodell was worried a few Facebook housewives would be offended.
Basically, every QB and receiving record or accomplishment after 2000 is pretty meaningless.

Williams and Dilfer. Johnson was pretty good for a few years with the Redskins and Vikings.

Doug Williams had a record breaking performance at the time he did it….video game numbers. Career wasn’t the best, but he showed up and showed out during his Super Bowl shot

Either you are exceptionally young or do not realize all the rule changes that the NFL has made to make the game way more friendly to QB and WR since then...
I promise the 1991 NFL passing yardage leaders Moon & Marino in their prime would have no problems in today's game it wasn't an issue of "terrible QB play"
If you want terrible QB play go back to the mid to late 70s when the passing yardage leader posted ratings in the 50s. Those dudes would not even in their prime be able to hack it today. Yes there are outliers like Staubach and Tarkenton who would be able to succeed today but imagine Dan Pastorini in today's NFL is he a starter or is he absolutely on the bench??
