Interesting theory on the interwebz...
The reason that Cap is tightening down the straps on his shield is because he (through time-travel or infinity gauntlet) has been returned to his original, wimpy, body so it doesn't really fit anymore and he's still strapping on the shield to try and go toe-to-toe with Thanos.

Infinity War was Thanos Movie with special guest Tony Stark. Endgame is Cap's movie, and swansong. Cap's going to war.

thats not big enough to be War Machine and another person. WM's armor is super thick now.

Actually, there's a gif out there of that scene where you can see someone's head just behind/beside War Machine's shoulder. Hard to see in the trailer, but the gif shows it pretty clearly.
