I believe he said that the technology that he was using at the time was 25th century. He could have traveled there to get it.

Prediction:
The moment of Flash vs R-Flash in the past finally happens. Barry has the chance to save his mom. He does. And in the new timeline Joe dies instead.
But most likely it'll be Barry choosing not to save his mom so he doesn't alter the timeline. It been pretty obvious that's where they're heading.

Barry can't save his mom after all, but finds evidence that frees his father.

Or worst, Barry is forced to kill his mom in order to prevent an even worst timeline from being created. A timeline equivalent to Flashpoint.

That's interesting. Would be interesting if they somehow turned Wells into Earth-2 (Garrett) Flash! I can see TC playing that role.
