1 Eminem-can do things that most(if any) rapper of any race can do. Subject matter isn't always the most appealing to some but it's about skill and he's got the best skill out there.
2 Apathy-Again based mostly on skill. He has an amazing way with rhyme patterns and multi syllable rhymes. Subject matter is at times too basic but when he wants he can really get introspective.
3 Diabolic-very close to Apathy in this discussion. Pretty much a dead heat. Better subject matter and right there on the skill level.
4 Aesop Rock-Anyone that has listened to him understands why. Is ther or has there been any rapper that you could compare his style to? Not that I've seen. Better be up on you vocabulary if you listen to him. Very unique and I think it overshadows how skilled he is.
5 RA da Rugged Man-been around for a long time and has held his own with the best(Biggie,Tupac,Chino XL etc). Subject matter can be offputting at times but when he wants he can really touch on some great subjects. His verse on the Jedi Mind Tricks album about his father was special. Highly skilled. He's been beasting for years with only his rep holding him up.

No love for Bubba Sparxxx?
I really dig the Southern drawl + constant use of fiddles (and other Southern instruments) and whatnot.

No, IMO, he is more along the lines of:
Bubba Sparxx is a cheap, less talented copy of Everlast.

I could've listed many more but the 5 I listed are the guys that have the best skill imo.
I did leave off Brother Ali by mistake. I don't think he's as skilled but his subject matter and intelligence are worthy.
Slug
Copywrite
Cage
Necro
Ill Bill
Joe Scudda
El P-his production alone is worth a mention but he can rap well also.
Many many more. The so called underground is a breeding ground for white rappers. Some impressive talent.

Anyone that didn't even mention Eminem or TBB is automatically discredited, like them or not, both artists are iconic white rappers
I'd have to agree. Those guys cross all sorts of boundaries.
