He played hardball with them. IIRC the Rockets were hoping he'd go back to Europe for another year and he wouldn't. I'm not sure how he got the leverage to get that kind of money out of them though.
Kostas Papanikolaou is a player from Greece that the Rockets had the rights to. The Rockets signed him this year for nearly $5 million per year because they needed more salary to package in trades.
They didn't pay him that because he's worth $5 million per year... they paid him that because it helps salary-matching in trades.

Only in the NBA..
Reminds me of when Keith Van Horn got paid to be included in a trade even though he had been retired couple of seasons and never played again..
