Most NFL front office guys know each other and do not want to make each other look bad. I would not doubt the Saints leaked the story about others picking Shough and other teams confirmed it out of mutual protection. No other team took a QB until the 28th pick of the third round. If one of those teams picking in those picks truly wanted to reach for a QB there were several other QBs still available whose risk/reward ratio was similar to Shoughs.

Brees was a 2nd round pick and his following 3 years in the league:
1. 221yds 1TD

Dane Brugler of the Athletic, who I think is the best of the draft pundits, had Tyler Shough ranked as his #50 prospect, solidly in the middle of round 2. He also correctly predicted that the Saints would draft Shough in round 2 at #40.
