Even if 15 cops were there, if the taser didn't work, and he wasn't complying, someone eventually has to put hands on him. Tackling him seems to have an improved chance of detaining him than letting him remain standing so he can throw haymakers.

Screenshot of his arms spread eagle for the naysayers. If his arm was below shoulder length, you would see it against his red shirt. Sorry naysayers.

Agreed. It is completely irrelevant in the case. He was told to get on the ground, he did not.
Regardless, he looks more like he is in a "come at me, bro" stance than hands up if we're being honest. The part that is circled definitely looks to be his arms coming out perpendicular to his body.
