Birmingham still has remnants of that style in some of the older buildings downtown, and it's great. The new apartment blocks being built are just...boring looking.

In Tulsa's case I think it was "old oil" and real estate money. Waite Phillips, brother to Frank Phillips, Phillips Petroleum, was a millionaire real estate developer. Also Thomas Gilcrease, oilman from OK; JP Getty lived in the Tulsa back in the day too. Now, George Kaiser, billionaire, and founder of Kaiser Francis Oil, gives hundreds of millions to the City of Tulsa. They have great parks throughout the city because of him and other wealthy donors.
That's overall what I know with regards to Tulsa. They were into art and giving back to the community in which they lived or came up in business in. So having your office in a nice building made a statement.

If you’re ever in east-central Mississippi, checkout Meridian’s Threefoot Building.
Built right before the Great Depression, when I lived in Meridian in 1993-4 it was empty except for the Threefoot Deli on the ground floor. Fortunately it was saved and repurposed as a Marriott hotel.

Dallas Fair Park has a bunch of what I think might be art deco architecture. But keep ya head on a swivel in that neighborhood these days...

Jackson, MS is actually quite art deco…
