Regardless, there are plenty of morons in the military that do dumb crap, they get paper work and maybe it affects the next promotion cycle, but they don't end up breaking rocks at Levenworth.

Speaking in very general terms from a commander's standpoint (two battalion commands, two brigade commands), the command JAG (located at the GO HQ for the USAR) will be the individual you turn to when preparing charges. They are going to be reluctant to draw up charges on a person not on orders (for a myriad of reasons). BLUF - if you are not prepared to go to a courts martial you do not offer non-judicial punishment. And rarely does a USAR GO HQ conduct a courts martial. Those (in general) go to an active component installation near to the USAR GO HQ. So it becomes even more difficult/problematic. Trust me, as a former GO HQ chief of staff I am very familiar with how this unfolds.
In regards to your second question, the information from this incident can (unfortunately) easily be incorporated into an evaluation (a career ender) or be the rationale for a general officer memorandum of reprimand (GOMAR). Both are very difficult to appeal and effectively end your career. I am not saying that either is the appropriate way to go, but they are often used. Just my personal experiences and observations.
Hope all of this makes sense.

That, but IMO more so, the old guy was probably still “in the moment” of having Roid charge him and feint attacks at his person (was it once or twice?), and set on getting his words in, not trying to fight him.
Kind of like “hold on sonny I’m not done telling you my piece.” This in no way warrants knocking him out, and no real man would have done so.
Even trying to place yourself in Roid’s shoes at that moment (scary thought), it would have been an insult and threat, maybe worst case scenario a solid shove back. Any functional man, especially a strong, fit type, knows when you throw that punch aimed at someone’s head, you are trying to hurt them.

Semi-related... I remember that ROTC grads used to be commissioned into the Reserves (even if going straight to active duty) and academy grads into the regular Army. Is this still true? What about Guard? Is that some third category of commission altogether?

Yeah, the military's not going to put him in jail or anything.
But my money is that his military career is effectively over. And that's a big hit to take for two minutes of stupidity.
