In a multistory governmental building where you are allowed in the lobby, any other floor in that building that doesn't require a fob on the elevator or does not have a guard station is public space?

Same as a Marshal. They are commissioned by the court and handle all courtroom security, warrants and civil matters such as evictions.

EBRSO handles security at the 19th JDC. I honestly can't remember who handles security at BR city court. But they do also generally handle the serving of notice/subpoenas to outside addresses.

Cops aren't very smart and they don't care about citizens rights so these things will never happen.

People can hate him all they want but what he does is legal.. whatever you think of his tactics, he understands the rights afforded us and deep down wants a more honest and open view at public officials. Policy doesn’t trump our rights especially in todays video driven society. Cops have a tough job but the sooner they understand that the vast majority want to be just left alone and not hassled over the BS money driven military style policing we have today

What he doing is highlighting officer who are over stepping their boundaries.
That constable needs to be terminated.
If he acts like this on camera, what is he doing on the streets?
The female Sheriff's office worker should also be terminated immediately.
If they act like that in a public place what are they doing in public?
Can you trust these people to enforce the laws not their made up laws.

It means a public building open to the public during business hours in order for the public to conduct business. The buildings can have restricted areas but lobbies and general hallways are open to the public and you have freedom of the press to film in those areas.
In other words, if they are open and anyone in the public can walk in to conduct business, it’s “allowed in”.
You can film ANYTHING you can see from public.
It’s the responsibility of the office to hide any sensitive information in their office, not the responsibility of the public citizen to not film it from public.
You cannot legally be trespassed from a public area unless you break a law.

If a cop unzips his pants and says blow me, you better not resist or you deserve what you get.
These people love government overreach. The courts are the last bastion of hope against the police state.
Unfortunately they have been compromised as well and are responsible for some the horrible policing we see today. They have had some pretty horrible rulings that have established awful case law.
Frazier v Cupp (1969) allowed police to lie and be deceptive during investigations. Can't trust anything they say. It's best to remain silent.
Whren v United States (1996) allowed pretextual stops. There is no longer freedom of movement in a vehicle. You can get pulled over for anything and it now turns into what can we seize investigation.
Pierson vs Ray (1967) Established qualified immunity. Cops no longer feel a need to learn the laws they enforce as the are shielded from civil consequences.

The constables are probably retired officers from other agencies that are getting another pay check now for an easier day job.
I imagine a bunch of dudes that 60+ year old really don’t want to deal with some arse with a cell phone camera.
