Of all time I'd say Jericho and Rock.
But dusty Roddy and Ric were gamechangers

Wrestling is for uneducated hillbillies and such.
I don't think this has been the case for a long time now. I don't follow it but people I know who go watch it live are far from uneducated hillbillies.
It's entertainment. No different than watching an action film.

I still remember when Jericho debuted in WWE was when Rock was in the ring. The was the first time he used the "It doesn't matter what your name is" line. I remember losing it when he said it
Y2J WWE DEBUT
Edited because I don't proofread

Superstar Billy Graham deserves a mention since both Hogan and Rock ripped him off.

Dusty Rhodes has the all time greatest one-time promo (and he's among the best ever) but the greatest of all time is Ric Flair.
A real shame is that the Rock wasn't around in the 80s for real promos. The Rock was great but due to the nature of the business in the attitude Era his promos were very catch phrase heavy. No question He would have excelled in promos in the 80s when you had to relate to the fans (either by having them hate you or love you) with Kayfabe still alive and well.

Pretty subjective, but my favorites are:
Ric Flair
Macho Man
The Rock
Chris Jericho
Mick Foley
Jake the Snake
Hulk Hogan
Scott Hall
Dusty Rhodes
Steve Austin
Honorable mention to Rick Rude who was great, but I feel like the best guys could be both faces and heels, and he was pretty much only great as a heel.

you must have something personal against Ric Flair to have HHH in there and not the Nature Boy. Not saying HHH isn't handy on the mic, but he's not even in the same league with the ones you've mentioned.

1. The Rock
2. Ric Flair
Nobody else comes close. El oh el at the mentions of people like Jake the Snake. Wat?

Did you ever watch Jake Roberts? The guy was a master in psychology and his promos were amazing. His promo after Tuesday in Texas where he talks about slapping Miss Elizabeth is as diabolical as it gets.

The American Dream Dusty Rhodes.
