This will continue to happen because the local Burgermeisters have no skin in the game.
They are unafraid, period.
If the good guy sues, the city loses money NOT the tyrants.
I fear the only way this stops is ....um.....well, I'd better not say it, but I'll just say that a little "attitude adjustment" given to the right people will give them pause.

People who hang those tacky Trump flags outside their house are just itching for a fight. Especially if they are side by side with a Thin Blue Line flag. They hang that just to get leniency from the cops.
