That manifesto would make a lot more sense if the shooter wasn't Hispanic (assuming that earlier post of the Hispanic kid with guns talking about Cielo Vista Mall is accurate).
Those manifestos are copypasta that are published on 4chan every time there is a shooting. Similar to Sam Hyde memes.
It could turn out to be legit, but I would be highly skeptical until more info is revealed.

Everything I am posting is coming from local El Paso media, who initially are way better and way faster on the draw n situations like this. Right now, all four TV stations in El Paso are showing this security footage. In 10 minutes it will be on FOX/CNN/MSNBC.
