That is really cool. My MIL is the opposite. She's a hoarder. It has gotten better but at one point her house looked like the TV show.
Her problem is she watches the news and sees headlines like this:
Original iPhone unsealed box sells for six figures
Baseball card sells for a million dollars
Magazine sells for $50,000
and translates it to:
Keeping boxes for iPhone 4 (just the open boxes, not the phone)
Keeps everything sports card my brother in law ever had even though he has gone through them and kept the valuable ones
Has every Sports Illustrated from 1993-2005

It’s definitely not an auto pen. The letter spacing is compressed and was probably rushed given the ink is smeared. But, I think it’s secretarial. Other signatures from that timeframe don’t exhibit the vertical waviness and the F and the T seem off.

One of the odd things I got involved in at the Waterways Experiment Station was a mid 1920's commission for an Aid in the Coast and Geodetic Survey signed by Calvin Coolidge as President and Herbert Hoover as Secretary of Commerce.
Did some digging and after a couple of phone calls I was able to get someone at NOAA who could explain it.
The rank of Aid was the USCGS equivalent of a Second Lieutenant!

Actually it was the 4th day of the sale. It was all last weekend, and they brought out more artwork this weekend. Not sure if this piece was out last weekend

I doubt it’s a secretary signed document. They usually signed stuff like general letters, etc, not official documents like this. Plus the signature is a dead ringer for the signatures that are PSA certified.

If it’s a legitimate signature and not a secretary signed letter it’d probably be worth a couple hundred to a few hundred bucks in great condition, the subject matter won’t really appeal to collectors. It’s not really historically significant.
Your issue is it looks smudged. Your best shot at making any money on it is spending some money to get it authenticated.
Regardless, it’s a cool piece, but if you spent in the three figures on it you likely may come close to breaking even, maybe even losing money.

Let’s be honest, whoever buys it would cut the signature from the document. As someone else said, that smudge is what turns it from a quick flip after authentication to a potential boat anchor after all the sunk costs.
