As someone posted above from the FAA website the New Orleans only applies to drones. Likely for Mardi Gras related reasons.

New Orleans routinely issues bans on flying drones during high security events.
Last year they had one in place the whole week leading up to the SB and then again for MG.

Is your argument that code isnt used by people doing stuff like that or just that jerky in this case isnt code for human flesh?
I hope that your skepticism is accurate in this case, but the FBI is pretty clear that codes were being heavily used by that community for other purposes.
Since I don't have access to the 3-6M plus files that haven't been released yet I'm not going to argue with you since neither of us have direct evidence of what that code refers to, but a whole lot of other stuff that was laughed at a few years ago is now pretty obviously real to some degree and the context for the use of jerky in the emails that were being shared is completely wrong for someone wanting to "snap into a slim jim".
You don't fly to a remote island in the Caribbean to make beef jerky, you have it picked up from the bodega down the street from your penthouse in Manhattan or you get it direct from some beef rancher if you're that particular.
You don't send a private jet on a $30k round trip flight to drop off turkey teriyaki jerky.

What we know:
-an open and convicted mass pedophile is emailing back and forth with other pedos
-in these same email chains and during the same time period the pedo is talking about "keeping pregnancy clinics open with all the business"
-Hes being begged by said pedo friends to fly him jerky via private jet (est round trip cost $30-40k)
-there are mountains of references to child sex and torture
-the fbi tells us codes are being used for child abuse related activities
-there are no references to any "food" outside of jerky or pizza being flown around
-the man emailing this says himself he's a worshipper of ba'al/moloch which based on any cursory internet search historically involved ritualistic sex, human child sacrifice and the consumption of human flesh

Do we know what jerky is conclusively? Not without the other evidence being held back.
Is it possible that its referring to something other than cannibalism? Yes.
Given the context, individuals involved and circumstantial evidence available publicly is it reasonable to suspect that jerky does in fact refer to some consumption of human flesh? Yes.
Is all of this horrible to even consider? Yes.
Do I hope that you're right that he was talking about shark jerky? Absolutely.
Do I believe that's what he's flying around on $40k flights from his child abuse island? No.
