They're asking them to check with supervisors/departments for further instruction. If they're not essential I doubt they're going to be asked to report. They're leaving open the possibility to report later in the day for some personnel.

It may be extremely conservative but many areas on campus aren't very safe at the moment, not everything has thawed and the melted stuff will freeze in few hours
Its a liability issue
LSU don't have time for a lawsuit by students or faculty

Tomorrow seems like a good day for late reporting. Tomorrow morning might be a bit hairy, but by 11 or 12 this should all be over. Maybe it's not worth it to open that late.
