Retailers like Walmart, HD, Target... will let you walk out of the store with the stolen merchandise. They will then begin to build the case, and when you hit a certain $$$ they put their teams to work.
In her case, she was caught because when it did get noticed, the security team used the facial recognition features to catch her doing it multiple times before. They then found the cars she was leaving in and slowly built the case against her until she hit the magic $$$.

If she was black, she could have gotten the less than a thousand bucks discount in one of the blue states. Or in Minnesota, she could have devised multi-million dollar fraud without fear of prosecution.

And using credit cards too helps build the case. I know for a fact Walmart can search transaction history by using your credit card. So they just go back and pull up when you were in the store and scanned. Because I didn't have a receipt for an item, but they were able to credit me because I used a credit card and they just looked up transaction history and when I made the purchases. With cash, they would not have been able to.

There was a crew of girls in high school who shoplifted for the thrill of it. Sounds like this lady never grew out of that phase.
