Cut down the tree.
rent a bucket truck.
Use a fishing pole. Remove the hook, and put a picture "hook" on it or something similar, not sharp pointed.

Make a potato cannon that shoots tennis balls. You're looking at about $15 in materials and you'll have more fun shooting it down than flying it.

The top poles on chain link fence are about 10'06" total. They can slide together, giving you a pole that is a little longer than 20' for les than $10.

Duct tape the joint together so it does not slide apart mid rescue.

Put the ladder in the bucket of a tractor and raise the ladder the extra 10 feet. That is what we do to get muscadines from the tops of trees.
