Many healthcare admin people use a shrug of the shoulders and "HIPAA" or "Obamacare" as their pat excuse for anything they do that the customer dislikes.

I emailed a college that my daughter was transferring to, asking if a list of courses would transfer to their program. She replied back that because of HIPPA she would have to have an email from my daughter.
