Could have been training. They bring the dogs trained at Auburn up to the local police academy near me and take them to the local mall and run training exercises. Well, they did 10 years ago when people went to malls. But I've seen them in Walmart parking lot within the past year.

Or...someone is snitching and they got a tip.

You don't know they were searching for weed. They're trained to do more than search for pot. My town has an explosives dog, cadaver dog, and a drug dog. They're pretty specialized.

It is only a public parking lot if it is owned by the government. If it is owned by HEB it is a private parking lot.

No, I don't smoke weed but I don't give a shite about weed either. I'm not even trying to be anti-cop here, I'm just describing what I saw and trying to justify it in my mind.

If i had to be, it’s a training moment and he used a decoy so the dog could have positive feed back.

It’s like any other dog training.

The dog has to work with lots of cars and zero in on his target. Perfect training scenario, tbh

And it would help the training of the dog a great deal.

They train in situations like these to try and hammer the focus of the dog. A bunch of people walking around, cars going in and out, noise, smells, etc. That's what makes me believe it was probably a training exercises. Where are the most people congregated during this Covid "lockdown"? Grocery stores.

This would make a lot of sense, if true. I hope that it is true but wouldn't there be at least more than 1 officer at a training exercise? I have no idea. He was by himself and really nonchalant, just moseying amongst the cars.

If it was a training exercise, I wonder what he would have done if the dog alerted on a specific car. I know I sure as hell wouldn't walk up to my car with Mr. Officer and his dog waiting nearby ESPECIALLY if I possibly had a roach in the ashtray from the weekend before (which could have been the case in the 90's.) Yeah, I'm that old.

I'd call an Uber and come back later.

You described a scenario, in which you later admitted you could've been wrong, one in which a male, that could possibly have been law enforcement, was walking a dog in between vehicles in a private parking lot for reasons you are not aware of.

Correct me if I'm wrong here.

Therefore, if you just still have to "justify" something in your mind that you are clueless about, then maybe just look at it as a situation where it is a bomb sniffing dog, or a cadaver dog, or a dog looking for a kidnapped child...who knows?

But, for God sakes man, you were not affected, you didn't see anyone else get affected...so just enjoy your night and leave whatever that was behind.

Could have been looking for a person? Kidnapping? Or maybe a crime already happened and he was canvassing the area hoping to lure the subject out from under a car? Bomb threat?

I'm not 'clueless' about what I saw. I saw a male, which was either an law enforcement officer or trying very hard to look exactly like a law enforcement officer, walking through a parking lot with a tool (the dog) most commonly used to sniff out hidden drugs in public parking lot with no known probable cause. I came here asking for a plausible reason for what I witnessed because I'd like to continue believing that our local enforcers of the law care about the law itself.

I could have easily said I was 100% certain it wasn't a rent-a-cop if I was trying to be unreasonable. By admitting that I didn't actually read the words "City of Houston Police Department" doesn't make me clueless, it makes me truthful. He looked like a duck and walked like a duck, and dressed like a duck. I guess it could have possibly been a 'rent-a-duck', but I didn't get a close enough view of the feathers to say for certain. After all, ducks aren't always known to be friendly and it's best to avoid ducks if at all possible, IMO.

I didn't say I couldn't sleep tonight if I didn't get answers. I just came to the board looking for possible answers, possible answers were given. That's how a message board works, correct?
