Weird human behavior dynamic. Around here, every time snow is forecast, the shelves immediately empty of TP. Also milk, eggs, and bread. This has felt similar. Something about the stress and anxiety drives folks to panic-hoard staples and comfort items.

People are shitting at home and not at work. They need to buy toilet paper normally supplied by offices. That's my wager why there is still a shortage.
ETA Read the responses and there is definitely still a shortage in parts of metro Atlanta. My sister drove from Decatur to Marietta to get some TP from me because they didn't have any around her. My Kroger is still hot or miss but I have enough for a month or so.

Family of seven with 5 ladies here.
45 rolls is nothing, especially with everyone pooping and peeing at home. We blow through our 30 pack from Costco in no time.
