I almost always return my cart except at stores that don't have a return within reasonable distance. I went shopping at Zuppards the other day. I was parked in the way back. No cart returns and I wasn't walking all the way back. Then they had two people picking up carts in the lot. So I just put my cart with another. But it's rare enough that I thought about it for a while.
At Walgreens and CVS I always walk my cart back inside. At Walmart I return to the corral. But I'm not walking from the farthest spot back to the store.

Anyone who litters and is caught should be fined and made to pickup trash on the side of the road every Saturday for 5 years.

Was at the Texas State Fair 12 or so years ago and the fam was eating a snack. Another fam was having full meals, and when they were done and got up to leave, one kid, about 9 years old I guess, said to the male adult there, "Want me to take this to the trash?" 'This' was a lot. The man said, "C'mon. Let the white folks clean it up."
And they just left. An entire group of six. Cups, trays, turkey leg bones, hamburger wrappings, uneaten fries and hot dogs, used napkins, used ketchup abd mustard packets, you get the gist.
It would be racist to say what color they be. Fascinating behavior, though.

I despise people who litter. Mainly because it takes the same effort to litter as it does to throw it in a trash can. You pick it up and drop it. You are a POS if you throw it out the window.
That being said, a lot of it is flying out of garbage trucks. If you don't bag all your trash, it will end up on the roadside. Especially if your garbage service uses the rear compactor.

Yes, governments need to put enforcement cameras and earn a good revenue from it.
Louisiana bills itself as Sportsman Paradise. That is simply not true based on the litter along roads and waterways.

A solution for you and, what I do, is to park next to a cart return. Or, as close as possible. Cart return issue is solved.

The trucks are equipped with doors to prevent this. When you see this occurring you have a POS driver that is too lazy to close the door

Western states for the most part are so much less trashy than the southeast.

I remember driving across the border into Canada back in the 80s. It was amazing the difference. From trash strewn highways to clean roads and wildlife.

A big source of the litter comes from dumpsters, pubic trash cans and large parking lots as the wind carries trash out to the streets. (think parades, fairs/festivals, sporting events)
Also vacant lots where trash is dumped results in the same thing
Lastly is pick up trucks, trash trucks and box trucks trucks where the back doors are not shut.

I remember more than a decade ago being appalled watching characters on Mad Men hurling their picnic trash out into the park when they were packing up to leave (set in the 1960s). I had no idea that was a common thing until an internet search that day.
All I can think is... where tf did they think it would go?
