While they may have an overall decrease for the state, rest assured baton rouge and the surrounding areas will not be seeing the decrease.
It is an accounting "trick" to make them look good. Places like Ruston, LA may see a 4% rate decrease but Baton Rouge will see a 9% rate increase. This is still a net decrease as a whole for Louisiana, but obviously Baton Rouge saw a net increase.
I made those numbers up so the math probably doesn't work but this is how State Farm is able to say they have a premium decrease in Louisiana.

That's weird. I bundle with them as well and my auto and home rates went down this year.

Talk to your agent, not his CSR and get shite done. Don’t let him/her be lazy.
Independent agents aren’t any better than the major guys as Agents. Again, pluses are they shop your shite at every renewal. Sounds great until she hits the fan and you get dropped b/c you have only 1yr with them. Which then is better for you to have paid premiums into one company over a period of time.
Decide what you want to bet your money on and go that route.
The biggest thing is this is the states fault and it’s citizens fault for letting shite get this out of hand. Call the trial attorney governor and get on his arse about these rates.... he has already vetoed measures that were passed to try to get this shite under control.

It differs on a case by case basis, but your typical independent agent will get lazy and not really shop a ton. Especially if you are not a high net worth PL clent, or a mid-large commercial risk. That is generally a true statement.
However, having said that, I will still say that an independent agent is going to be a better insurance resource for you. Captive agents are often given a book and then train young people to cold call all day. There is not much room for educational growth in that environment.
Now to the agent being YOUR agent, technically you are correct, he represents the insurance carrier; however in practice, the agent doesn't give a flying frick as to which carrier he places your account with. If your agent makes you feel satisfied, then he has done his job
