I think the NFL has likely figured out that in lieu of highly-desired across the spectrum acts that'll do really good performances (ie, Bruno) they can just cater to a crowd that maybe will tune in (but probably not), but will make football fans watch just to get mad and trash it.

They don't care if it's liked, and they don't care if it's good. If they can take a weak attempt at attracting a non-football base, satisfy some woke-ish stakeholders and get everyone talking about how awful it was - that's a win.
