Also I clarified and said while he might be right, it will be purely semantics. Calling something Phase 3 doesn't make it Phase 3.

This isn't. Things might change, but they are changing from Phase 1.5 to whatever is next.
We weren't in Phase 2.
We will not be in the original definition of Phase 3.
Therefore, we will not be ACTUALLY going into Phase 3, despite whatever JBE wants to label it.

So because he never specifically defined it, but the fed gov did, he can get away with doing whatever he wants.
Bars were open at 25% capacity in ORIGINAL Phase 2. Clearly, logic would follow, that in ORIGINAL Phase 3 thought process, bars would be able to expand access, as per the White House.
Now, Bars are not open at all, so unless he gives Bars 50% occupancy, we are not in Phase 3.
This isn't hard logic to follow.
