You will take a significant pay reduction as federal employees don't make anywhere near what people make in the private sector, but search USAJobs.gov for facility manager type positions.

If you're willing to start over basically and learn from the beginning, IT has a much higher starting salary than any other segment of the business operation. "Learn to code" is a saying right now, but its free to download a compiler and relatively cheap to buy a license from one of the online tutorial sites (pluralsight, udemy, edx, etc. . . ) and start learning.

You can find companies easily enough that don't particularly care if you have a degree in IT as long as you know how to do some coding.

TLDR: Learn to code.

If he has 7 years sales experience and he's good at it, that shouldn't be an issue at all.

I do commercial insurance, and while I have to travel often because I've niched, lots of guys have a fairly local customer base. At least the type of travel that doesn't always require overnights.

I've had three major career changes.

I graduated in the medical field and worked in a hospital for 2 years. Stayed in the med/health field for 4 more years doing corporate fitness and health screenings.

The money and opportunity wasn't what I needed so I took a leap of faith and went in to the tech field, working for Compaq in tech support back in the 90's. Things went great there and I worked my way up to managing a software test team. Then we merged with HP and massive layoffs hit me and all of my division.

I jumped careers in to the oil and gas world. I started as a project scheduler running Primavera. That was 11 years ago. I'm now the master scheduling manager for our division.

My resume is all over the place. The message I sell is that it proves I can adapt to any new challenge. Just give me a chance.

This would be a good route if he could find someone to give him a book to work to get started. Starting from 0 with kids would be tough.

What do you specialize in that causes so much travel?
