If a major sewer line sank that quickly it couldn’t have been bedded properly. Work should have stopped and the situation addressed immediately. You don’t just keep going knowing there’s an issue.
Now if they were installing the main sewer after the building was constructed and fixtures set and made operational then that makes some sense.
But I find it hard to believe the sewer sank that quickly. But heck I wasn’t there.

Pipes are “hanging” from the foundation on hangers. As subgrade (dirt) recedes, the pipes are supported solely by the hangers. If the spacing is not proper, the pipes will sag.

No it’s not (at least nothing I’ve read indicates that). The dirt is. Picture a camp at Grand Isle. Effectively that’s what you’ve got with a pile supported slab.

Pvc pipe wont sag that fast especially when its not in sunlight or extreme heat. The pipe is breaking, not sagging
Also if the soil is subsiding then compaction wasnt achieved.
I know the project, Ive been in the industry for 18 plus years
